The Assurance Framework formally determines whether an initiative is ready to advance, attract external capital, or scale.
The Assurance Framework operates through defined stage gates. At each gate, an initiative must present the required evidence and meet the relevant criteria before it can move forward. These criteria cover governance, financial controls, risk management, impact and MRV, stakeholder and ESG safeguards, and delivery readiness.
Before Stage 3, initiatives must also adopt the lifecycle planning, reporting cadence, and participation protocols defined under the Activation Framework. This makes execution entry contingent on continuity commitments being accepted before blended or impact capital is brought in.
Each lifecycle stage has defined deliverables and a corresponding assurance gate. Independent validation determines whether the initiative is ready to advance, and external capital is not admitted until the relevant validation has been completed.

The Assurance Framework exists to prevent escalation without proof. It requires initiatives to demonstrate readiness before capital exposure, external reliance, or public claims increase, helping protect investors, operators, regulators, and partners from carrying unvalidated risk forward.
